Numeric form values returned as strings

When I retrieve records via the API, numeric metadata fields in the response appear as numeric JSON fields, e.g:
      "version": 1,

but numeric fields in the form_values section (from app fields configured as numeric-only input) appear as JSON strings, e.g:
              "6788": "18.3",

This seems wrong to me, is it intentional?

    Hi there. This is intentional to keep our JSON valid as some of our international users who collect numerical data use the comma as a separator. If the values weren't quoted these values would create invalid JSON. "6788": 18,3 would be invalid JSON.
